The project aim is to have:
— simplified/simple procedure for passing the border with military personnel and equipment,
— more cost-effective use of European transport assets,
— best use of existing air/sea/inland infrastructure as well as increased civil military transport synergies,
— cost-saving options for combining a range of logistic facilities and systems,
— access to existing IT system for planning and execution of multinational transport.
Within the second phase, EDA, together with PMS, has agreed to work out a systematic approach and 5 workstrands have been identified:
— workstrand 1 — legal issues. The respective work will be looking to solve various issues in order to facilitate cross-bordering for the purpose of the EU multimodal hub project, increase freedom of ground military movement in Europe, and simplify the documentation processing including the establishment of a joint waybill,
— workstrand 2 — operations. The main focus of the work is to develop and illustrate the concept of operation with agreed processes and procedures. This should also include the harmonisation of processes within the hub itself such as handling, offloading and loading cargo and personnel from one transportation asset to another,
— workstrand 3 — finance. The respective work will be looking at finding an appropriate mechanism to share the financial burden in operating the EU multimodal transport hub system,
— workstrand 4 — support/management. The respective work will be looking at setting up the basis of an EU hub model in terms of organisational structure, manning, linkage between different hubs and coordinating/commanding structure and related administration processes. The work should also investigate a possible common transportation IT system (M&T IT tool),
— workstrand 5 — hub location(s). The work will be focused on defining factors for good multimodal hubs in use, establish and implement a 'site survey team' in order to evaluate available options and potential solutions, refine and choose appropriate locations.
The contract shall cover workstrands 1–4 while any useful information/proposals (identified during the execution of workstrands 1–4) linked to workstrand 5 should also be part of the final report.
