    • II.2.1) Total quantity or scope:
    • This Prior Information Notice is intended to provide advance notification that Staffordshire County Council will be re-tendering for the provision of Community Based Short Break opportunities in October 2015. The current arrangements are due to come to an end on 31.3.2016.
    • Staffordshire County Council is seeking to commission a range of Community Based Short Break opportunities for children and young people with Special Educational Needs and Disabilities (SEND), aged 0 — 25 years old.
    • The specification will include the following provisions:
    • — Family Fun and Information days/activities — to promote confidence and increase access to wider community activities and universal services;
    • — Group based and independent activities/opportunities, for children and young people with send to attend independently of their parents/carers — focusing on the provision of meaningful skills to aid with effective transition into adulthood;
    • The provision of Community Based Short Break opportunities is to offer a meaningful break to parents and carers of children and young people with SEND, whilst supporting the child/young person with SEND to achieve specific person centred outcomes. Community Based Short Breaks will be accessed by children and young people with varying levels of SEND; in order to support children and young people with more complex needs, we are seeking to appoint a number of providers who are able to deliver personal care support.
    • In order to qualify as a Short Break, activities/opportunities must a last a minimum of 2 hours and be facilitated outside of the school day in an evening, at a weekend or during the school holidays.
    • It is anticipated that the contracts for the provision of a range of Community Based Short Break opportunities across Staffordshire will commence on 1.4.2016, and will be operational for an initial two year period, expiring on 31.3.2018. Following this, there may be opportunity to extend the provision for a further two12 month periods. The first contract extension period will commence on 1.4.2018 expiring on 31.3.2019. The second contract extension period will commence on 1.4. 2019 and expire 31.3.2020. The estimated contractual value for year 1 provision (2016 — 2017) is GBP 700 000; the remainder of the contract is subject to the availability of funding.

    • Staffordshire County Council (The Council) is seeking to appoint a range of providers who are able to provide meaningful, effective and innovative Community Based Short Break Opportunities for parents and carers of children and young people with Special Education Needs and/or disabilities (SEND) aged 0-25 years.
    • The Council is proposing to appoint providers through the establishment of a Dynamic Purchasing System (DPS). Providers may apply to join the DPS at any time during its life and any provider who achieves the scoring thresholds defined in the PQQ will be appointed to the DPS. The Council will undertake its first evaluation of PQQs after 1.12.2015 for providers to be placed on the DPS. Thereafter, any applications received will be evaluated as they arrive.
    • It is anticipated that the first ‘call off’ opportunity will be published in mid-December 2015. The next call-off is unlikely to occur until December 2016. Full details of the anticipated process are contained within the PQQ and the tender documents.
    • The Council is committed to ensuring there is a fair and equitable distribution of a broad range of Community Based Short Break Opportunities across Staffordshire in its entirety, thus providing all parents and carers of children and young people with SEND the opportunity to access a meaningful Short Break opportunity.
    • The DPS contract between the Provider and the Council for the provision of Community Based Short Break Opportunities will be initially 24 months in length, with two further optional 12 month extension periods, subject to the provision of available funding and the strategic priorities of the Council.

    • The applicant must meet the minimum set standards of economic and financial standing to service the term and value of the contract.

    • The Council will incorporate a voluntary minimum 10 calendar day standstill period for each of the specific contracts advertised within the DPS. This will be at the point that an award decision notice is communicated to tenderers. The award decision notice will specify the criteria for the award of the contract, the reasons for the decision, including the characteristics and relative advantages, the name and score of the successful tender and will specify when the standstill period is expected to end or the date before which the contracting authority will not conclude the contract.
    • If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts (Amendment) Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
