Portsmouth City Council is looking to let a concession contract for provision of a Meals on Wheels service to vulnerable people at risk of social isolation with Portsmouth City boundaries. The length of the concession will be five years with options to extend for two years in one year increments to a maximum of seven years subject to agreement and performance of the contract. The provider will be expected to promote and develop the service to increase the take up and ensure that service represents value for money for the service users.

II.2.1)Total quantity or scope:
The scope of this service is to provide a meals of wheels service to vulnerable people at risk of isolation within Portsmouth City boundaries. The concessionaire will be expected to provide nutritious hot meals, puddings, tea time packs, seasonal salads and frozen meals 365 days a year (366 days on a leap year) complying with National Association of Care Catering (NACC) recommended standards for community meals. The concessionaire will be expected to comply with sustainability requirements and also any special dietary requirements. The service will be fully funded by the service user with the Council paying only the VAT which will be reclaimed. The provider will be expected to promote and develop the service in order to ensure a value for money service for the customer. Volumes for the current service are as follows:
2013 - 74,185 meals of which 63,377 were hot;
2014 - 70,448 meals of which 59,597 were hot.
