The nine municipalities Modum, Øvre Eiker, Nedre Eiker, Drammen, Lier, Røyken, Hurum, Sande and Svelvik cooperate on supevision and follow up of small sewerage systems (i.e. all plants listed in www.godtvann.no). Select The Supervision Service for small sewerage systems (Norwegian: Tilsynet for små avløpsanlegg) at the bottom on the left hand menu.

The Supervision for small sewerage systems in the Drammen region invites to an open tender contest for emptying and transport of sludge from all sewerage plants in the nine municipalities. The relevant sewerage plants are smaller than 50 pe. The plants comprise interceptors for sludge (septic tanks), sealed tanks, miniature treatment plants, etc. Interceptors for sludge connected to the municipal sewerage system are not included in the competition.

Information and formalities necessary for evaluating if the requirements are met: Tax certificate - Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than 6 months starting from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to emgage sub-providers, tax certificates must also be provided for them.
VAT certificate - Requirement: Tenderers must have submitted their VAT assessments and paid VAT. Documented by: VAT certificate. The certificate shall not be older than 6 months starting from the deadline for receipt of application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates for VAT must be provided for them as well.
Company Registration Certificate - Requirement: Tenderer shall be a legally established enterprise, also applies to any sub-suppliers. Documented by: Company Registration Certificate or equivalent from the applicant's home country.
HSE Declaration - Requirement: The tenderer shall vouch for the business operating systematically to fulfil requirements in health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and work environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding health, environment and safety. — Very good implementation ability is required. - It is required that the tenderer is in command of Norwegian, both verbally and in writing. - Owner of minimum one vehicle suitable for the assignment and access to minimum 1 additional vehicle suitable for the assignment. Only vehicles which comply with the Euro 4 regulations can be used. Organization chart with name of proposed personnel. Overview of the available machines with description of each machine, its age and Euro standard This also applies for sub-providers, if any.
Sub-providers: the requirement for qualification criteria applies for them as well. The extent of required qualification documents may be reduced to a minimum of: Insurance certificate, Certificates, HSE Self-declaration, Accreditation and company registration certificate. Describe the part of the assignments that might be provided by a sub-provider and the extent of the involvement.
