Description of particular conditions: The Procurement regulation §3-12 has the following wording: “Reserved contracts.
The Contracting Authority may limit the contest to include businesses where the majority of the involved employees are handicapped and the nature or extent of their handicaps imply that the employees cannot execute works on ordinary terms. If the Contracting Authority chose to use this option, information thereof must be given in the tender documents.”
The tender contest shall be implemented as a reserved contract for permanent adapted companies (VTA), which means that the tender contest is restricted to include companies under the public procurement regulation § 3-12 c.f. information above. The tenderer must substantiate that the requirement is complied with, c.f. See further information in the tender documentation.

III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: Norwegian tenderers shall enclose a tax certificate and VAT certificate. The certificates shall not be older than 6 months from the deadline for receipt of tenders. Any foreign tenderers shall enclose equivalent certificates from authorities in their home country. Such certificates from foreign tenderers shall be translated into Norwegian.
If the certificates show that there are tax arrears, the tenderer will be rejected from the competition.
Tenderers must have sufficient financial capacity to carry out the contract. Required documentation is credit appraisal from Creditinform, or equivalent credit rating agency. The certificates must not be older than 6 months.
The supplier must achieve a minimum rating of “creditworthy”.
